Leadership Wyoming visited Cheyenne last week and was exposed to the Capitol’s western roots and the local legislative hustle.

The 17th Annual Leadership Wyoming class participated in the government and community events last week. During the visit they went to the Supreme Court, witnessed a Cheyenne Frontier Days panel at the CFD Old West Museum and they were even introduced at the Legislature.

“We are honored to be here in Cheyenne and get to show the class the work of the legislature
and many great things happening in Cheyenne. Given that we have spent time in coal mines, trona
mines, and touring schools of all types around the state, the class really has an up-close view of just how hard the decisions are facing the legislature” -Executive Director Mandy Fabel

Forty four Leadership Wyoming participants come from all across the state and participate in this annually as a part of the eight month program. It helps to further educate business professionals and community members with first-hand experiences.

The program used to be operated by long-standing founder, Bill Schilling. The program is now under a new executive director, Mandy Fabel, who was hired in November of 2017.

“I am so honored to accept the position of executive director of Leadership Wyoming,” Fabel said. “I am deeply committed to Wyoming and deeply committed to the success of the Leadership Wyoming program alongside the Wyoming Heritage Foundation. I believe Leadership Wyoming offers tremendous value for each of the participants in the program and the state as a whole. I am very much looking forward to connecting with the current class and the 700+ alumni across the state to continue to build the Leadership Wyoming program into the future.”

Applications for the next class of Leadership Wyoming are now being accepted. The deadline to apply is in April 2018. Participate in the local Leadership Cheyenne class, applications release in May of 2018 and are due in June of 2018.

Southeast Wyoming and Southwest of Nebraska are prime locations for the third leg of the nuclear triad.

Tuesday last week the Greater Cheyenne Chamber of Commerce hosted Northrop Grumman. One of the two finalists for the modernization of the intercontinental ballistic missile (ICBM). When the missiles were first installed this company led the innovation and again, they hope to do it again. They are what you could consider as, missile masterminds. The technology being created will have to last for another 50 years upon installation and takes a forward thinking team.

Currently, the Ground Based Strategic Deterrent (GBSD) team of Northrop Grumman are in the exploration phase. The learning sessions coordinated by the Chamber are to help identify areas of concern, capture local perspectives and strengthen communication among all key stakeholders. During the session community elected officials and leaders from Kimball, NE, Pine Bluffs, WY, Cheyenne, WY and Laramie County were in attendance, along with private industry.

“Northrop Grumman remains very grateful for the very special long-standing relationship we enjoy with the Greater Cheyenne Chamber of Commerce, and we look forward to moving together as a team in forging the future for GBSD and the ICBM force.” shared Carol Erikson, Vice President GBSD, Space Systems Division of Northrop Grumman.

The diverse group shared thoughts and insights with Northrop Grumman which will help them identify community capabilities, areas for improvement and best practices for implementation. More sessions, such as this, will happen throughout the process.

Initially three vendors were being considered for the modernization. Now, Boeing and Northrop Grumman are the remaining competing vendors. Boeing has yet to visit with the local community.

“Donut” fret, there’s plenty to go around

The Cheyenne area is expanding and growing, and businesses are seeing the value in the great community and locating here.

Such is the case with the now infamous Dunkin’ Donuts at F.E. Warren Air Force Base. The area is fortunate that a great company has located here, especially to add amenities for the area’s service men and women.

For those who “donut” currently have access to the base, there are great options to enjoy  throughout the County. Delectable treats in Cheyenne to include two different Daylight Donut locations and a Delectable Donuts on Lincolnway, which was originally a Dunkin’ Donuts. In addition, there are many great new location offering convenient yummy foods like Big Apple Bagels, The Downtown Hub, and the soon to come Central Cafe.

Cafe 307 is a County destination which have Cowboy Cinnamon Rolls. If you haven’t had one of these then, it is a Laramie County must.

Cheyenne Police

At approximately 8:00 a.m. on February 20, officers with the Cheyenne Police Department were dispatched to an armed robbery at USA Gasoline, 3363 E. Pershing Blvd. Officers determined that Derrick Dicks, 29, of Cheyenne, entered the business, displayed a handgun and asked for money. Dicks was unsuccessful in obtaining cash and left on foot.

CPD officers tracked footprints in the snow from the scene of the robbery to a nearby apartment where Dicks was located. The CPD/LCSO SWAT team was deployed to assist in serving a search warrant at the 3300 block of Meyers Ct. and Dicks was taken into custody at that location.

This case remains under investigation by the Cheyenne Police Department.

Laramie County Commissioners Approve Agreement between Cheyenne Regional Medical Center and UCHealth

The Laramie County Board of Commissioners voted today to pass the resolution to approve the management services agreement (MSA) between Cheyenne Regional Medical Center (CRMC) and UCHealth, a Colorado-owned and operated, nonprofit 501 (c) (3) integrated health system.

The vote came after an 18-month strategic planning and assessment process that included analysis of CRMC’s overall capabilities by an outside healthcare consulting firm and input from nearly 500 employees, medical providers and community members.

CRMC’s Board of Trustees voted to approve the MSA in open session at its regular board meeting on Jan. 25, 2018. The final step in the process was for the Board of Commissioners to review the agreement and vote on it.

“This has been a well-designed and deliberative process that began in the fall of 2016,” said Phyllis Sherard, CRMC’s chief strategy officer and vice president of population health. “The process included a comprehensive assessment of the challenges a mid-sized community hospital would encounter moving forward. It quickly became apparent that to continue our hospital’s tradition of caring and innovation into the future, some model of strategic affiliation would be necessary.”

A search committee identified three finalists to consider for affiliation last summer. CRMC’s trustees voted to move forward with negotiating an MSA with UCHealth in August 2017.

“UCHealth was selected by a comprehensive 25-person search committee that included CRMC trustees, executives, physicians, nurses, support services staff and the county commissioners,” said Patrick Madigan, CRMC’s interim chief executive officer. “In the end, the search committee and our trustees believed that UCHealth emerged from the deliberation as the unsurpassed partner to help us deliver a well-coordinated and well-communicated continuum of care for the communities we serve.”

The agreement between CRMC and UCHealth will be for three years, with an option for renewal in year three. Major terms of the agreement include employment of CRMC’s CEO by UCHealth and helping CRMC meet three major goals focused on becoming “better than the best” in patient experience, safety and clinical quality; improving its financial performance; and enhancing physician integration and alignment.

“Cheyenne Regional Medical Center and UCHealth have very similar cultures and values, always putting patients first and providing exceptional service and benefits to the communities we serve,” said Kevin Unger, president and CEO of UCHealth’s Poudre Valley Hospital and Medical Center of the Rockies. “We are excited and honored to begin working with the leaders and providers at CRMC to identify ways that UCHealth can provide support while ensuring CRMC remains the strong, locally owned hospital it is today.”

The search and evaluation process for an MSA affiliate included review and input from Laramie County Commissioners Buck Holmes and Troy Thompson, DVM.

“The search process and the development of the management services agreement has been deliberate, thoughtful and inclusive,” Holmes said. “The commissioners feel confident that this agreement will help preserve the hospital as an important community asset and will also advance the mission of the hospital, which is to provide our community with best-in-class healthcare.”

Dr. Jessica Kisicki, a CRMC emergency department physician who was part of the search committee, agreed that the affiliation will be a benefit to CRMC and the community: “This agreement is meant to provide our health system with access to some great resources, including the ability to share knowledge and work with medical staff from UCHealth. I believe this kind of resource sharing can only serve to benefit our health system and, more importantly, our patients and community.”

Bill Larson, president of CRMC’s Board of Trustees, said that the affiliation will serve to strengthen the hospital moving forward: “We want to reiterate that this is not a sale or a merger of the hospital. Our system has strong and capable leadership, which is demonstrated by the significant progress the hospital and its affiliated provider group have made over the past several years. Our decision to go in this direction was driven by our desire to continue to provide a compelling value proposition to consumers and payers by improving our cost structure and expanding our physician network.”

The City of Cheyenne entered into a competition and made it to round two.

Mayor Marian Orr shared the announcement that Cheyenne was selected as a #MayorChallenge Champion City. Over 500 communities applied. Cheyenne is one of thirty five communities selected to move forward to the next round. This round will require Cheyenne to pilot the submitted proposal.

“This Award is a testament to hard work and innovative thinking.” Shared Mayor Marian Orr.

Blight is the prime issue being addressed in the proposal. “Buildings with a purpose” is the name of the initiative and is a way to pair entrepreneurs with brick and mortar locations to reduce blight and encourage innovation. $100,000 has been awarded to the community to test the project.

“We have ideas and this next phase it to put this idea fully together.” Shared Robert Briggs.

Overall there are property owners who are interested in redeveloping their building and this plan would pair them with viable businesses in need of space.

“We have worked hard to find creative ways for entrepreneurs to be encouraged to expand their businesses in our community from their garages. This project concept is a great fit and solution.” Stephanie Joy Meisner Maggard, Vice President of the Greater Cheyenne Chamber of Commerce. “We look forward to helping the City of Cheyenne on this next phase.”

Through the exploration of proposal 17 buildings were identified which could fairly be adapted for entrepreneurs, according to Mr. Briggs. The top winner will receive $5 million and the top 4 winners will receive $1 million once this phase is completed.

Arts Cheyenne connected the dots and brought first hand experiences to future artists.

University of Wyoming Students conducted a workshop on Friday, February 23rd on metalsmithing at McCormick Jr. High. They will be doing another on Friday, March 2nd at Central High School. This opportunity was part of Arts Cheyenne’s education initiative.

Giving this type of opportunity to high school students allows for them to understand how this work can evolve to much more. The introductions to students who are furthering their education in the arts is a nice way to show that career pathway for those determining what they would like to pursue.

The workshop was focused on exercising negative and positive shape. Each student worked with a 2″ x 2″ piece of metal and had their choice of brass, copper or nickel silver. Design ideas were encouraged to be thought of ahead of class time, which allowed for a higher level of creativity. This way students could find inspiration anywhere.

Airport Terminal Plans for the Future

With growth comes more responsibility to plan for the future.

The airport terminal construction is expected to be completed in fall of 2018. 80% if the contractors used for the project has been local contractors, has created $1.6 million in payroll and provided 200 jobs. Anticipating the completion of the new airport terminal, the Cheyenne Regional Airport formed a coalition called CRAFT focused recruiting a new airline.

With the new terminal they airport can better serve the potential customer base of 450k individuals. Current CYS data shows that the top destination shows currently are Seattle, Phoenix, Los Angeles, Las Vegas and Dallas.

When asked about what the plans are for the old terminal, it was shared it will be utilized for two years for storage.

However after that duration it was expressed by Airport Director, Tim Barth, “It is going to be an interesting community discussion.”

By having more accessible and realiable air service in the community, residents and potential passengers will have to change their traveling mindset. This paradigm shift will be making people pay a higher price locally for a flight without having the additional costs of driving to surrounding air service, paying for parking and even lodging for varied flights.

All You Need Is Love

Love is felt through partnering together.

Author information – Habitat for Humanity of Laramie County

Is it possible to feel love in a bank?  As Executive Director of Habitat for Humanity of Laramie County, I am pleased to report that indeed one can find love in the world of finance.  This is especially true when you are part of a community supported by a Chamber of Commerce as effective as ours.

As a Chamber member, I’ve had many opportunities to expand my professional network.  When visiting with a few of Cheyenne’s financial leaders about my idea for “The House that Banks Built”, a program that would enable Habitat to build one of the four affordable homes we’re working on in 2018, I knew they would offer positive feedback because of the relationships we’ve cultivated through the Chamber.

Before long I was presenting my proposal to a board room full of bankers interested and excited to help. They asked great questions that gave my staff and me the opportunity to improve our plans, and many of them gave us fantastic advice and feedback throughout the process.

This spring, we’re excited to roll out this partnership, highlighting what can be accomplished when different sectors of our community work together.  With these connections, our community is able to effectively invest in affordable housing and all of its benefits.

This opportunity wouldn’t have been possible without a supportive and engaging Chamber of Commerce bringing different types of businesses together every day.  It’s a form of love that makes our community what it is. At Habitat for Humanity we’re thankful to turn that love into the opportunity to change lives.

It’s truly all we need.

To learn how you can donate to or help with Habitat for Humanity’s 2018 building project, follow them on Facebook https://www.facebook.com/cheyennerestore/   or visit the Habitat ReStore, 1721 Ames Ave.

Together, let’s create a stronger community, entertain yourself with networking opportunities and/or represent the needs of business to government? Contact Mary Jane Strickland or call 307-638-3388.

Starting Wednesday, February 28th Central Cafe is open to the public during full business hours.  With an array of delicious drinks offered from tea to gourmet coffee, to quick eats; like panini sandwiches and delicious soup of the day, the new location will be a prime for Avenue residents and passersby.

Black Hills Energy warns customers of scam attempts.

Black Hills Energy has received customer reports of late bill payment scams with customers being told that they are past due on their account, and without immediate payment, their service will be disconnected.

“Individuals claiming ties to the utility may threaten to disconnect service if they are not paid immediately or
may say you’ve overpaid and must provide personal bank account or credit card information for a refund,” said
Shirley Welte, vice president of Black Hills Energy’s Wyoming electric and natural gas utilities. “If your
account is at risk of service disconnection or you’re due a refund, we will issue advance written notices by
mail.”

“Beware, as perpetrators are becoming more sophisticated, manipulating caller ID or leaving a call-back
number with a recording that mimics a utility’s phone system message and options,” said Welte.
We advise customers with concerns to call our service associates at 1-888- 890-5554 to verify the legitimacy of
requests for payment history, amounts due or whether an employee was dispatched to your location. Payment
options and account access are also available at blackhillsenergy.com.
Additionally, Black Hills Energy urges customers with concerns about the identity of someone claiming to
represent the company to call Black Hills Energy’s 24-hour emergency line at 800-694- 8989 to verify
employment. Calling local law enforcement is also an option.

Additional tips:

  • Don’t give in to a high-pressure call seeking personal information – if someone calls claiming to
represent your local utility and they demand immediate payment or personal information, hang up and
call the customer service number on your utility bill.
  • To verify whether an employee was dispatched to your location, call your utility using the number on
your bill or the company’s website. Black Hills Energy employees wear shirts with a Black Hills logo,
carry a company-issued photo ID and drive logoed vehicles. Employees will gladly wait outside while
you call the company to verify their identity.
  • Do not provide your Social Security number, credit card numbers or bank account information to anyone
during an unsolicited phone call or an unannounced visit.
