Representative Byrd Announces Secretary of State Candidacy

Wyoming Representative Jim Byrd “Rides for the Brand” toward his seat as Secretary of State.

Representative Byrd began his legislative career in 2009 and has served as the House District 44 representative for 10 years. Today in the Cheyenne Depot, he announced his candidacy for Secretary of State. Representative Byrd comes from a long line of Wyoming leaders who in fact have embodied why the State of Wyoming is the equality state. His mother was the first black female to serve in the Wyoming Senate and his father was the first black City of Cheyenne police chief.

“One of the interesting things the Secretary of State is responsible for is the safekeeping of the State seal.” began Representative Bryd. He further explained that the imagery from the seal resonated with him because it featured both energy and farm/ranch. Both of which were important careers to Representative Byrd.

With his diverse background, his leadership in the legislature and ambitions resulting in the ownership of many businesses, Representative Byrd exclaimed he can guide our State toward economic diversity as Secretary of State. His belief system is to abide by the “Code of the West” which was adopted by the State Legislature while he was serving. One code shared by Representative Byrd was, “Ride for the Brand.” He likes the importance of  representing Wyoming unitedly. With these principals and his Wyoming ideals from his up bringing, Representative Byrd finished his remarks sharing his strong belief in people.

Secretary of State Murray Resigns

The Casper Star Tribune featured an article on Friday, February 9th sharing the resignation of Secretary of State which is effective immediately. This follows the January 23rd Murray announcement that he would not pursue the Governor seat after two public allegations of sexual misconduct.

Porch Pirate

The Cheyenne Police Department is investigating the theft of a package taken from a porch in the 1000 block of Country Club Ave on January 27th. The porch pirate left in a gold passenger car driven by an accomplice and the pair may have been involved in other package thefts. Let’s help these pirates walk the plank.

DDA/Mainstreet Hires New Executive Director

The DDA/Main Street announced the hiring of their new Executive Director, Vicki Dugger.

The Cheyenne Downtown Development Authority/Main Street announced Friday the fulfillment of their Executive Director position. They hired  Vicki Dugger who comes with over 15 years of varied experience “…in downtown development, revitalization, community development, and planning” according to the news release. Dugger previously managed several Main Streets, including that of a statewide program in the Northwest region of the United States.

She emphasizes collaboration and partnerships as essential ingredients to move tough economic development pieces forward. With an affinity for downtown development, Ms. Dugger states, “Downtown development work has always been very important to me as I believe it has the power to positively impact a community and its residents for generations.”

Dugger will be taking this position after it being vacant for over a year. Desiree Brothe was the interim Executive Director throughout that time. She follows Amy Surdam who served as the Executive Director and resigned from the position because of the reason below stated from her online blog:

“In announcing her imminent departure, Surdam cited “philosophical differences” between her and Mayor-elect Marian Orr – her opponent in this year’s mayoral race. We’re sorry to see the outcome of that campaign negatively impact the real, tangible efforts that have been made to improve Cheyenne’s downtown. And we encourage Orr and the City Council to do all they can to support the DDA and Surdam’s successor.” LINK

Dugger’s first day will be on March 1st. Currently the DDA/Mainstreet is under the leadership of Board of Directors Chairman, Sam Galeotos.  Shared during a recent evening session to stakeholders Galeotos expressed his excitement regarding the plans ahead for downtown improvements. He addressed their findings for a strategic plan and the question moving forward will be if Dugger will fully embrace the initiatives put forward.

Future Workforce Depends on Computer Science

85% of the jobs that will exist in 2030, do not exist today, according to Dell Technologies, Institute for the Future.

What does that mean for the State of Wyoming? It means that while the State is determining best practices to fund the public school system it is critical to retool the system to accommodate the growing demand for workforce with computer science skills. There are committee bills that have been filed for this legislative season specific to computer science. One is SF-0029 which specifically addresses Computer Science, “…education must adopt uniform content and performance standards for computer science.” This particular bill is sponsored by the Joint Education Interim Committee.

HB-0053 is another bill refining the language to encourage computer science curriculum in K-12 by allowing it be a part of both graduation requirements and/or Hathaway requirements.

“An act relating to education; amending the state’s educational program relating to computer science and world cultures and languages; providing that computer science courses may satisfy certain high school graduation requirements and certain Hathaway scholarship requirements; providing applicability; requiring a report; and providing for effective dates.”

Wyoming Excel is working to make sure the support for Computer Sciences continues throughout the session and hopes these stepping stones can launch students into viable careers. The organization has an assortment of details on their website in a PDF, which is available for use.

Significant Progress Made on Archer Events Facility

Laramie County sixth-penny sales tax to fund multi-purpose event center east of Cheyenne.

When Laramie County voters passed proposition four in the county’s sixth-penny sales tax special election last spring, they approved funding for a $9.9 million multi-purpose event facility east of Cheyenne near the county’s Archer Recreation Complex and the Laramie County Fairgrounds. Since that time, the staff and board of the Laramie County Fair, in conjunction with the Laramie County Commissioners, have been working on a plan to construct the facility in time for the 2019 Laramie County Fair.

Timeline of completed activities:

October 25, 2017

The design committee, consisting of Priefert Complex Designs, LLC, AVI Engineering, Inberg-Miller Engineers, Tobin & Associates, P.C., Norris Design, Godwin Associates and Amec Foster Wheeler, met to review the initial design phases of the Archer Events Facility and become acquainted with each member of the team and discuss the logistics surrounding the project.

December 2017 

Request for Qualification was available for interested Construction Manager at Risk (CMAR) applicants; seven local contractors applied.

January 9, 2018

The selection committee made up of Laramie County Fair staff and board members, Priefert Complex Designs and a county commissioner, interviewed four contractors and ultimately awarded the project to 5R Construction.

To date, design – including audio and IT plans – is 30 percent complete.

Splash Pad Moves Forward

Sponsored by City Councilman Pete Laybourn, the Downtown Core’s Splash Pad is moving forward.

The Splash Pad is a recommended aesthetic to add to the downtown area by the Downtown Core. This group is comprised of the Cheyenne Downtown Development Authority/Main StreetGreater Cheyenne Chamber of CommerceCheyenne LEADs, , and Visit Cheyenne. The approved resolution will allow for City of Cheyenne funding up to $250k and private investment of $300k will have to make up the remaining needed amount for the splash pad. The overall project funds must be raised by spring of 2019. The City Council expressed their confidence regarding the feasibility of getting these private contributions.

“The one thing that stands out in Cheyenne and this community is the spirit of philanthropy.” Shared Councilman Dicky Shanor, “I know that if there is a group of community members who are passionate about this, their passionate about downtown and passionate about amenities for use, then there is nothing they cannot accomplish.”

One concern regarding the installation of this amenity in downtown is the cost of maintenance. This will be further explored during the established timeline. All but City Councilman Richard Johnson approved the resolution.

Local Airmen Need Places to Live

The Greater Cheyenne Chamber of Commerce created a solution in partnership with FE Warren to provide housing to local airmen and military.

The City of Cheyenne and Laramie County’s economy is heavily impacted by the military. Being the 2nd and 4th largest employers in the State of Wyoming, FE Warren Air Force Base and the Wyoming Air National Guard combined rank number 1. Prioritizing housing for the employees of this large entity is important and the Enhanced Use Lease will provide a solution. This development will be a mixed-use property. It will include housing for local service men and women, as well as offering a prime location for commercial businesses. Additionally, the property will be a new tax-generating plot of land.

“We have been going through the community planning process, one of the things we have figured out is that in the last 10 years in Cheyenne, WY the growth is from military and government. We know that 650 of those jobs we located here.” presented CEO/President of the Greater Cheyenne Chamber of Commerce, Dale Steenbergen.

One Councilman expressed that in his role he doesn’t have control over the rental market rates. The rental market is known to be higher within the City of Cheyenne because there is a high demand for rental properties. The structural difference in the Enhanced Use Lease allows the military to place a requirement on rental rates of housing to keep them affordable within airman’s housing allowance. This housing will fit the lifestyle of young airmen and/or professionals and at this time the developers are hoping to build nearly 350 units. Overall the aim is to fulfill the housing deficit for this particular demographic and to strengthen the workforce serving local military employers.

Upon the unanimous approval of the resolution, the City of Cheyenne will next embark on the Business Ready Community Grant for further funding. This effort is championed by the Greater Cheyenne Chamber of Commerce and is supported by the Wyoming Wranglers program. Learn more by contacting the Chamber at (307) 638-3388.

1st Dunkin’ Donuts in Wyoming

The first Dunkin’ Donuts in Wyoming held it’s grand opening today.

History has now been made once again in Wyoming. Opening the first Dunkin’ Donuts in Wyoming at F.E. Warren Air Force Base has made Franchisee, George Hart excited, according to him during the ribbon cutting. He has a total of eleven locations, all on military bases.

Evanna Minjarez is the store manager. She began her career with Dunkin’ Donuts at the Pueblo, CO location. They promoted her and brought her to the great city of Cheyenne to this location.

Stop in today to help them celebrate and stop in tomorrow to continue the celebration.

Lights Out 2nd Day of Session

While the Capitol is under renovation the legislature is being held in the Jonah Bank of Wyoming Center.

Twice in one day the power has gone out at the building. Additionally the LSO Website has been down as well. Hopefully these are not signs for how this upcoming budget session will play out. Local policy makers need to come with their “A-game” to address issues this session pertaining to education, economic development and much more.

Here are the top 3 items to anticipate this session to radar according to President/CEO of the Greater Cheyenne Chamber of Commerce, Dale Steenbergen.

  3. Extra Territorial Jurisdiction

LCCC releases prospectus regarding WyoTech options

With news that the WyoTech campus in Laramie will close later this year, questions have arisen as to the role institutions such as Laramie County Community College could play in relation to the facilities and resources when that closure occurs.

This week, LCCC officials released a prospectus that sets forth details about this potential venture and explores options and considerations for the college.

“In short, we pulled together an exploratory team lead by a team of faculty, staff, community members, and others to develop the prospectus,” said Joe Schaffer, president of LCCC. “We have done our best to fairly and accurately represent the situation and to identify the specific conditions that would need to exist for any transition as it relates to LCCC.”

According to wording taken from the prospectus, the team considered two goals: “The primary goal of this team was to determine if and how LCCC, specifically its Albany County Campus (ACC), could become involved to ensure the positive impact WyoTech makes on the city of Laramie and state of Wyoming does not disappear. A secondary goal was to consider current and long-term needs of the ACC and how the WyoTech assets may help LCCC address those.”

Schaffer acknowledges that the state and local requirements are complex and significant, although they are not out of line with how the Wyoming community college model works now. Further, the prospectus provides a variety of short-term recommended approaches and several long-term recommended actions.

The LCCC Board of Trustees has reviewed the document, but no additional action has been taken at this time.

Local Airmen Receive Valentine’s Day Cookies

Local organizations and businesses showed their appreciation to local young airmen who live in the dorms.

The Greater Cheyenne Chamber of Commerce’s Military Affairs Committee with the Warren Spouses Club and the Women’s Civic League of Cheyenne showed their appreciation of the young airmen who live in the dorms at FE Warren AFB this Valentine’s Day by baking some homemade cookies! Members of these organizations assembled the plates which were then delivered by the First Sergeants.
There were 341 dozen cookies donated not only by the volunteers, but by local businesses as well. These businesses were: Cheyenne EFree Church, Little America, the Radisson Hotel Cheyenne, the Plains Hotel, Alchemy catering, Bella Fuocco Wood Fired Pizza, and i.Qlinary. Cookies were delivered to 545 local airmen. Many of them have expressed their thanks. Additionally, many of their families members from across the country were thankful to know their sons/daughters were being thought of.
One parent said, “Thank you for doing this for our Airmen. It’s tough being so far away from them but we’re truly grateful for your kindness and generosity!! My son loved his cookies.”
Another said, “Our son was greeted with a sweet batch of home baked cookies for Valentine’s Day & boy was he HAPPY!”
To all that volunteered their time and baking skills THANK YOU!

The General Federation of Women’s Clubs (GFWC) Women’s Civic League of Cheyenne (WCLC) was organized in 1948 and is dedicated to improving the community of Cheyenne and Laramie County through scholarships, direct grants and service projects. These projects are initiated by the members or in collaboration with other non-profit organizations, charities, schools, or governmental agencies. For more information about the local chapter follow them on Facebook.

The Military Affairs Committee’s (MAC) purpose is to maintain a harmonious and productive relationship between the community and all military units in the area, through education and troop support. Follow them on Facebook.

Beyond the Rack: Men’s Career Closet was something that started out in 2012 as a simple project. 5 1/2 years later, this “project” has evolved in to something big. The service it provides may not change the world, but has helped many people with a service they needed to step forward towards a positive direction in their life.

The building they are currently located at has officially sold and the new owners have specific plans for the space. BTR needs help in raising funds to help them find a new home.

BTR is a resourceful solution that addresses fundamental needs. Helping men in the capital city put their best foot forward with modern, up-to-date, gently used clothing, shoes, and coordinating accessories donated by people like you!

The Walmart Foundation recently donated $100,000 to Needs, Inc.

The money recently donated by the Walmart Foundation will go to directly impact families in Cheyenne by providing food, basic clothing needs, and will also help pay for improvements in Needs’ building.

Need, Inc., is a non-profit organization that helps individuals and families in Laramie County with food, clothing, and household items. They also assist with school supplies, and offer referrals to other human service organizations. To learn more about how you can help visit their website.

Frontier Bridal Show connects brides with small businesses.

The Frontier Bridal Show will be held on Saturday, March 3rd from 11am – 3pm. This bridal show will connect brides with small business from Wyoming, and which many are military spouses.

Mickey Sanderson, Frontier Bridal Show Coordinator, had this to say about the event, “We organized this event to focus around small businesses who help make weddings special. We are excited to offer a place for small businesses to show case their work without having to wrestle the big Guys and provide affordable booths. Frontier bridal show is to help brides and grooms get in touch with the small businesses that will bring their vision to life with a personal touch. The businesses are local to Wyoming.”
