The Greater Cheyenne Chamber of Commerce’s Military Affairs Committee (MAC) completed the care packages to be sent to deployed military service men and women.

The community support was amazing, and could not have been done without all the people that took time to shop and drop off items to be shipped.

There were over 140 packages sent to 17 countries in time for Christmas.

WHP Rawlins Lieutenant Retires

WHP Rawlins Lieutenant Bob Garner Retires

After 24 years of faithful service to the citizens of Wyoming, Lieutenant Bob Garner with the Wyoming Highway Patrol (WHP) is retiring. Lt. Garner began his career in January of 1994 and was stationed in Rawlins, Wyoming. He was a Trooper for 12 years in Rawlins before being promoted to Lieutenant over the Rawlins division in 2006.

Lt. Garner loved serving the citizens of Wyoming and working Interstate 80. But even more importantly he will be missed by his Troopers. Lt. Garner served the citizens with pride, distinction, and honor. The WHP will be losing a great asset. After his retirement on December 31st, he says he plans on looking forward to taking some time off and spending some well deserved time around his home.

On Christmas Day, at approximately 6:15 p.m., several cars were observed in the parking lot of South High School driving carelessly and intentionally sliding in the snow. “Atlas Vaudeville Follies” helps CLTP celebrate 110 Years.

The Cheyenne Little Theatre Players host an annual fundraiser, called the “Atlas Follies”.

“Journey back in time to the turn of the 20th century! Dare to be entertained and even amazed as you join us for a night of Vaudevillian Theatre, where the likes of these acts may not be seen for another 100 years!”

Each year the event will be different, while still honoring the age-old tradition of live performance. This year, the theme is a nod to the beginnings of the Atlas Theatre, and amply title the “Atlas Vaudeville Follies”.

The show will be a two-night production on Friday, January 26th and Saturday January 27th, and will take you back in time to the earliest programs seen on the Atlas stage. The first night will host a special VIP section to enjoy the show with a reserved table with prime seating, a bottle of wine and special hors d oeuvres. Additionally, there will be a live and silent auction featuring fine paintings, a “Regional Theatre Package” including tickets to theatres along the front range, and much more.

Saturday night will feature a traditional showing of the acts as it would have been seen, as well as a birthday celebration for the 110th anniversary of the Atlas Theatre. “Reality Town” creates valuable teaching lessons

“Laramie County Community College’s GEAR UP program has brought on an educational activity that gives high school students a dose of adulthood. In this LCCC Spotlight, Lisa Murphy takes us to Reality Town.”

The Reality Town program helps students to prepare for life after high school and acts as a “reality simulator” so students can get an understanding of certain aspects of life. As students enter, they are given specifics about their simulated life based on their current GPA. The intent of the program is to help students see that if they work hard now, that will help place them in better standings in the future.

Record Response Rate for Community Plan Survey

Community stakeholders embarked on a Greater Cheyenne Community Plan.

Market Street Services was commissioned to develop a Community Economic Development Strategy. This strategy will include an action plan to move forward all organizations and community stakeholders in the same direction for ultimate results.
Part of the first phase, Community Stakeholder Engagement, was a community wide survey. This concluded yesterday with  2,383 responses.
“The survey was issued to the public on December 13th, 2017 and closed yesterday, January 2nd, 2018. According to Market Street Services the respondent rate was “terrific” for a community of our size. It was the 8th highest response rate level out of 100 communities and the level of responses exceeded that received for larger regions.” Shared in a press release distributed by the Greater Cheyenne Chamber of Commerce.
Further they wanted to say thank you to everyone who helped with distributing the survey and to all who took the time to provide their put in a survey response.
The next phase entails the compiling of the responses and data to derive a Community Assessment and Economic  and Workforce Profiles. The appointed Steering Committee will take the information and work towards a final action plan. Read further details at CheyennePlan.com.

Fugitive Arrested after Pursuit

Cheyenne Police

The Cheyenne Police Department arrested Daniel Gutierrez, 32, of Cheyenne on January 5.

At about 6:00 a.m., CPD Officers and US Federal Marshals attempted to serve a federal arrest warrant to Gutierrez at his residence, 612 E. 2 nd St. Officers were dispatched to the same address on October 30, 2017 and were forced to shoot a large dog that was released on an officer as officers were trying to contact Gutierrez.

On January 5, as officers were approaching the house, Gutierrez fled in a white Nissan Armada with a male passenger. A pursuit ensued when officers attempted to stop the vehicle and Gutierrez refused to stop. The pursuit went through the downtown and south areas of Cheyenne with speeds reaching up to 80 miles per hour at times. Several times during the pursuit Gutierrez drove in the lane of oncoming traffic. The pursuit lasted for twenty-five minutes and ended near Pine Ave. and Apricot St. where a semi-truck with a trailer pulled across the roadway, blocking Gutierrez’s path. Gutierrez was taken into custody and there were no injuries and no property damage. However, Gutierrez made statements that if he had been armed he would have been shooting at officers.

In addition to the federal warrant, Gutierrez was arrested for reckless driving, fleeing/eluding, possession of methamphetamine and multiple traffic offenses. This case remains under investigation by the Cheyenne Police Department.

Purple Heart Ceremony Held Today

Purple Heart Ceremony held for Technical Sergeant Douglas G. Smits.

The Purple Heart Ceremony for TSgt Douglas G. Smits was held today, 5 January 2018, the fifth year anniversary of Tech. Sgt. Matthew S. Schwartz, a 90th Civil Engineer Squadron explosive ordnance technician, who was killed in action while deployed to Afghanistan Jan. 5, 2012.

United States Senator John Barrasso, presented TSgt Smits with a flag that has flown over the White House.  United States Congressman Liz Cheney, thanked TSgt Smits not only the sacrifices he has made for this country, but thanked his family for their dedication as well.

Letters were read from United States Senator Mike Enzi who said, “You have given one of the greatest sacrifices for changing the world. Thank you.” 

Wyoming Governor Matt Mead also provided a letter saying, “We asked you to go into harms way. You did, and you returned. Thank you.”

The crowd then heard from Colonel Stacy Jo Huser, the story of what TSgt Smits went through to earn him this honor of merit.

Col. Huser then presented TSgt Smits with his medal. After a moving presentation, TSgt Smits spoke a few words and gave many thanks stating, it’s God, Country, and Family. Lastly, he gave additional recognition to TSgt Schwartz and asked that him and his family be remembered on this day for the sacrifice he made five years ago.

The Purple Heart is one of the most recognized and respected medals awarded to members of the U.S. armed forces. Introduced as the “Badge of Military Merit” by General George Washington in 1782, the Purple Heart is also the nation’s oldest military award. In military terms, the award had “broken service,” as it was ignored for nearly 150 years until it was re-introduced on February 22, 1932, on the 200th anniversary of George Washington’s birth. The medal’s plain inscription “FOR MILITARY MERIT” barely expresses its significance.

2nd Chance to Own 1967 Jeep Kaiser

The 2016 Wheels for Charity 1967 Jeep Kaiser is up for sale.

The winner of the Jeep was out of Casper, Wyoming and now listed the vehicle for sale on Craigslist for $58,995. Traditionally the only way to own this custom, one-of-a-kind vehicle is to buy a Cheyenne Wheels for Charity raffle ticket. So in this instance with it being on sale, the a $25 ticket could turn into $58k! Proceeds from the raffle ticket sales go towards charity.

In 2018, a new vehicle will be released. Proceeds will support Safehouse, Military Affairs Committee, Wyoming Wranglers and K9s for Mobility. Each year the vehicle and charities are different. Past restorations include; a Trans Am, Mustang and Jeep. What will be next?

Chamber V.P. Earns International Designation

The Greater Cheyenne Chamber of Commerce prides themselves on providing high level professional development to employees and to community professionals. Institute is a leading program for Chamber and Association professionals. With the completion of this program the Greater Cheyenne Chamber of Commerce now has two professionals who have earned their IOM designation.

The Greater Cheyenne Chamber of Commerce Vice President, Stephanie Joy Meisner-Maggard, earned her IOM Designation. This is accomplished by attending the Institute for Organization Management, a program of the U.S. Chamber of Commerce Foundation, comprised of four week-long sessions, a week per year. University professors, industry experts and leading practitioners deliver the professional development curriculum. Topics focus on leadership, community and economic development, best practices, governance, and much more.

Stephanie began her journey in 2014 and graduated from the program Saturday, January 6th, 2018.

She expressed, “This program has elevated my understanding of how to best achieve excellence for my community. I look forward to advancing our organization to best serve the region. I truly appreciate having the opportunity to receive further education to do so.”

Wyoming Psychologist Sentenced to Three Years

POWELL, WYOMING PSYCHOLOGIST SENTENCED TO THREE YEARS IN PRISON FOR HEALTH CARE FRAUD

Gibson Buckley Condie, 57, of Powell, Wyoming, was sentenced on January 8, 2018, to serve three years in prison for felony health care fraud involving mental health services falsely billed to Wyoming Medicaid, announced United States Attorney Mark A. Klaassen. Condie was also ordered to pay approximately $2.28 million in restitution to the Wyoming Department of Health and the United States Department of Health and Human Services, and forfeit certain assets traceable to the proceeds of his
fraud.

Condie, who was a licensed psychologist, had been indicted by a federal grand jury in May 2017 for a scheme to defraud Wyoming Medicaid. Condie pled guilty to one count of health care fraud as part of a plea agreement with the United States government. Condie admitted to operating a scheme involving a number of misrepresentations and false statements intended to cause Medicaid to pay for mental health services for which he knew Medicaid would not pay if he truthfully reported the facts.
Specifically, Condie claimed to be the treating provider even though almost all services were provided by unenrolled, and often unlicensed, persons who could not provide mental health services under Wyoming Medicaid.

Condie also routinely endorsed mental health assessments, which claimed that a Medicaid beneficiary had a qualifying mental health disorder, when in fact Condie had neither performed nor properly supervised the assessments. These assessments were often done by individuals who did not have the required training or license to diagnose mental health disorders. Condie then submitted false bills for these assessments, and submitted bills for other treatment services based on these improper
assessments.

Finally, Condie billed for life skills training, psycho/social rehabilitation, and adult case management services even though the beneficiaries had not been properly diagnosed with a mental health disorder, the activities billed for did not qualify as medically necessary therapy, and he did not operate a qualified community mental health center. As a result of Condie’s false statements and misrepresentations, Wyoming Medicaid paid Condie $2,283,792.49 for mental health services that did not qualify for Medicaid reimbursement. Condie in turn distributed a portion of this money to the unenrolled, and often untrained and unlicensed, individuals who actually spent time with the beneficiaries.

“Health care fraud is a serious crime that harms all of us. This criminal activity diverts limited health care resources, driving up costs that affect federal and state budgets and raises premiums. The prison term and monetary penalties imposed on Gibson Condie today show that individuals who engage in such crimes will be brought to justice,” said U.S. Attorney Mark Klaassen. “We will continue to aggressively prosecute any health care provider who engages in this type of criminal activity.”

“Today’s sentencing of Gibson Condie should send a strong message to anyone considering engaging in health care fraud,” said FBI Denver Special Agent in Charge Calvin Shivers. “The FBI will continue to work with our law enforcement partners to protect our government’s health care system and our economy from those engaged in these types of fraudulent schemes.”

Steve Hanson, Special Agent in Charge, U.S. Department of Health and Human Services, Office of Inspector General, Office of Investigations-Kansas City Region, stated, “Our office will continue to pursue individuals who file fraudulent claims for reimbursement with HHS funded programs to ensure those individuals are held accountable for their actions.”

“Serving as a Medicaid provider is a privilege, which carries the responsibility to account for taxpayer money with honesty and transparency,” said Travis J. Kirchhefer, Senior Assistant Attorney General and Director of the Wyoming Office of Attorney General’s Medicaid Fraud Control Unit. He continued, “The Wyoming Attorney General’s office, through the Medicaid Fraud Control Unit and the Division of Criminal Investigation, looks forward to continued cooperation with our federal partners to ensure that medical providers do not abuse the public trust.”

United States District Court Judge Alan Johnson imposed the sentence. This case was investigated by the Federal Bureau of Investigation, the U.S. Department of Health and Human Services’ Office of Inspector General, and the Wyoming Medicaid Fraud Control Unit. The case was prosecuted by Assistant U.S. Attorneys Eric Heimann and Nicole Romine of the U.S. Attorney’s Office for the District of Wyoming and Special Assistant United States Attorney Travis Kirchhefer of the Wyoming
Medicaid Fraud Control Unit.
