Red Nose Day

Red Nose Day is back for its fourth year in America and the greater Cheyenne area is participating.

The purpose of Red Nose Day is to encourage everyone to come together to end child poverty, one nose at a time.  Money raised supports projects that ensure children in need are safe, healthy and educated, including programs at Feeding America member food banks in all 50 states.

Americans of all ages can get in on the fun and support the cause by wearing their Red Noses – which have a touch of silver sparkle this year – and watching the special night of TV on NBC on May 24.

Red Noses are available exclusively at Walgreens starting April 2.

Laramie County Clerk Debra Lee announces election bid

Laramie County Clerk Debra Lee today announced her candidacy for the Laramie County Clerk’s position.

Lee has served as county clerk since June 8, 2016, when she was appointed to fill the vacancy created due to the unfortunate passing of long-time clerk Debbye Lathrop.

“I have had the honor of serving as Laramie County Clerk for nearly two years and have steadily worked to increase transparency, integrity, and to make our government processes more efficient and streamlined,” Lee said.

Before her appointment, Lee was employed with the election division of the Wyoming Secretary State, served as executive assistant to the State Auditor, was communications director for the Wyoming Education Association, and worked internationally, helping developing countries organize and conduct credible elections. Growing up in an Air Force family, she travelled throughout the United States and lived overseas, but has always called Cheyenne ‘home.’

Lee said she is proudest of the work accomplished with the staff of the Laramie County Clerk’s office and of the public services they provide.

“Working as a team, we successfully implemented vote center polling places for Laramie County elections, launched electronic recording of Laramie County land records, ensured the first-ever early completion of the county’s audit report, and preserved years of important county records making them easily accessible to the public using online resources,” Lee said. “We are now preparing to have the county’s budget in place before the beginning the July 1 fiscal year—something that will benefit all county programs and the public we serve.”

Under Lee’s leadership, the Laramie County Clerk’s office also adopted an online program for board of commissioner meetings that provides the public with ready access to documents and a searchable database of actions taken during meetings.

“I am constantly working to improve Laramie County’s services, accountability and transparency, and encourage our team to the same,” Lee said. “Laramie County is fast approaching 100,000 residents and we need new systems, procedures and processes to better serve the needs of our growing population. The selection of new voting equipment and ensuring the security of our elections are among the major challenges we face. I have the vision, experience and skills to meet those challenges.”

MrJims Pizza Opens another Location in Cheyenne

Mike Gire, owner of MrJims Pizza franchise on Vandehei has just expanded to meet the demand of the growth on the East side of town.

Mike was born and raised in Cheyenne and has a background in restaurant management. When visiting a friend in Texas, Mike would always frequent the MrJims Pizza. After a few years, Mike met with Randy Wooley, Executive Director of MrJims Pizza.

Mike told the Dallas, Texas based company, “I think I can sell your pizzas in Cheyenne, Wyoming.”

In 2005, Mike opened his MrJims Pizza franchise on Vandehei, and in 2009, he opened his second location in Laramie. On a state-level, the venture was selected as the Wyoming SBA Small Business of the Year in 2012. Now the 3rd location to open is off College Avenue in Cheyenne. Each expansion comes with its challenges and with the new location there was trouble with some of the pending processes at the City of Cheyenne, leading to a projected later opening date than anticipated.

“Mike informed us of the assistance he needed from the Chamber and we jumped on working towards a solution. Our first phone call was to Mayor Marian Orr and then immediately everything got resolved.” Shared Vice President, Stephanie Meisner-Maggard, “We are businesses’ first stop and last stop because we most certainly are here to support them and create a friendly environment for business.”

Friday, May 18th was the first day for deliveries for the newest  MrJims Pizza location. To celebrate the expansion, the Founder of MrJims Pizza, Jim Johnson, and the Executive Director, Randy Wooley, were in attendance yesterday.  While visiting, the pair extended their gratitude to both the Chamber and the Mayor for their efforts.

Wyoming Business Council Advances Funding for EUL Development

Yesterday, the Wyoming Business Council approved in state grants and loans $4.3 million for the Enhanced Use Land Lease development.

The City of Cheyenne requested a $3 million grant and a $3.5 million loan as funds that will be used towards infrastructure; water and sewer main, as well as road improvements to be appropriated to the Enhanced Use Lease (EUL). Currently the City of Cheyenne is in the process of annexing the property; after development the end use of the development will be mixed including housing and commercial spaces. The housing will serve as a solution for the housing deficit in the area for single airmen.

“We have a huge issue right now when trying to find affordable and available housing for E1-E4, our more junior-level airmen.” explained Former 90th Missile Wing Commander, Steve Kravitsky. “The market in Cheyenne is such that these airmen are unable to find viable housing.”

Comprised of two phases, this $95.6 million project will be conducted by the currently approved lessor, Balfour Betty. This company has a strong reputation internationally for executing these kinds of projects.

During the presentation to the Wyoming Business Council Board of Directors, Robert Briggs from Cheyenne Planning & Economic Development Director shared that the development of this property has the potential of establishing housing for 500-700 military airmen.

“Sometimes we forget that the Air Force is one of the largest employers in the State of Wyoming. We are on the cusp of a modernization program for three facilities, that have a similar mission, across the United States. And there is the potential of $90 billion to be funneled in to make improvements into the facility and upgrade, to be able fulfill their mission. Part of us being able to really maximize the federal investment for Cheyenne and for the State, being able to help support FE Warren Air Force Base and their mission” shared Briggs.

Briggs further shared that these types of investments can be a catalyst for further investment in the community. The City is currently challenged with the proposal because it was issued declaring the land  “as-is.” The location, which will enhance the look of the community from I-25, creates enticing developments near the interstate and can act as an incredibel gateway to visitors to the area as well.

“GBSD can bring $5 to $10 billion to the Cheyenne area” declared Dale Steenbergen, Greater Cheyenne Chamber of Commerce CEO/President, in reference to the modernization of our base’s missiles. “We need to invest in the mission expansion of our base, we need to invest in housing solution for airmen because it positions our business community to better serve the military through the GBSD Process.”

There are a vast number of airmen who currently have to find housing in northern Colorado because of the limited availability of affordable housing in our community. When surveyed, these airmen expressed a desire to live in Cheyenne, and the EUL will address this airmen displacement issue.

The Wyoming Business Council vote and recommendation will next be discussed at the June 21st State Loan and Investment Board for final approval.

Community members are welcome to express their support and participate in the progress of this development by contacting the Greater Cheyenne Chamber of Commerce at (307) 638-3388.

Homes of one of Cheyenne’s first doctors and one of the founding member of Wyoming Stockgrowers Association are featured for Historic Preservation Month.

The Crook House

One of the first doctors in Cheyenne, Dr. William Crook, arrived in 1875 after practicing in Kansas. Dr. Crook had the first automobile in Cheyenne, a 1903 Oldsmobile. The house was built in 1890. Also known as Gibbons House, the Crook House was also the Governor’s Mansion for a time. The house also was residence to the P.S. Cook family of Cook Plumbing. Known for its architectural design, the National Register of Historic Places also lists a carriage house built in 1885 with chutes in the second story from a grain bin, a coal storage house, and a former chicken house that currently is a covered patio. The house now serves as home to the Wyoming Children’s Society.

The Whipple-Lacey House

Ithamar Whipple was a wealthy merchant and a cattle baron, who along with William Sturgis, helped found the Wyoming Stockgrowers Association. He built his dream home in 1883, 7 years before Wyoming became a state. It became the Whipple-Lacey House after Ithamar Whipple sold his beautiful home to Supreme Court Justice John Lacey. Lacey was the man who defended notorious outlaw Tom Horn and infamous oilman Harry Sinclair. The Whipple-Lacey House would later become a private men’s club before falling into disrepair. It was restored to its glory days in 1986. It now serves as a private residence.

Bill Henderson Seeks Re-election for Wyoming House District 41

Rep. Bill Henderson, R-Cheyenne, wants to serve the people again in House District 41 and will run for re-election this year.

“ One of the things I have really enjoyed during this term is the interaction with the people who live in the district,” he said.  “When I see that, it really picks me up and makes me want to work harder and to learn more.”  “It is an honor and humbling to serve the people,” he said.

The Cheyenne native is serving his first term as a representative for House District 41.  A graduate of Cheyenne East High, Henderson holds a BS in Economics and a MPA from the University of Wyoming, and a MBA from Webster University. Henderson served in the U.S. Navy for 26 years, retiring as a Commander, U.S. Navy.  He now works in banking, fiscal management and business development with FirsTier Bank in Cheyenne.

If re-elected, Henderson said he would “continue to serve the people in House District 41 with an open-mind, combining fiscal common sense, compromise and vision with understanding and hard work to make sure their voice is heard.”

This legislative budget session, Henderson sponsored two of the 71 total bills enacted and signed by the Governor into law:  Enrolled Act 0030 extended the Hathaway Scholarship application deadline from two to four years after high school graduation.  This, Henderson said, affords more Wyoming students the opportunity to receive financial assistance to pursue higher education.  His second bill, Enrolled Act 0064 State Fair established a state fair endowment trust fund to support the financial future of the Wyoming State Fair.  The State Fair Endowment passed the State House of Representatives unanimously with sixty votes.  Private contributions to the state fair endowment may be made by check payable to: “Wyoming State Fair” with “Endowment” notated in the memo.  Please mail the check to:  Wyoming State Fair, P.O. Drawer 10, Douglas, WY 82633.

“These two bills really helped me to learn to focus and understand the complete process, including the importance of constituent representation, adequate preparation, good communications, understanding details, compromise and vision for success in the legislative process.” he said.

If re-elected, Henderson said he would continue to prioritize access to quality education, affordable health care and economic opportunity, including a plan to fix aging infrastructure.  He cited large cuts to Wyoming Health Department funds as an example of why the state needs legislators who support health care.

“One of the concerns I had were for those who are on fixed income,” he said.  “When health department funding was cut, there are a lot of things these folks rely on that are impacted, and one of the biggest things we can do is provide for those who don’t have anywhere to turn.”

Henderson also took issue with the Legislature’s vote to cut more education jobs and put a cap on special education spending during this year’s budget session.

“We need to do what we can to make sure everyone is receiving a quality education,” he said.

Henderson said he would work to reduce the state budget deficit and keep a focus on jobs and statewide workforce development to help current Wyoming businesses.

“I would like to see what we can do for the businesses that are already here, and make sure they are up-to-date on what is available to them in terms of support,” he said.  “I have been thinking about what government can do to encourage the private sector to step forward and lead instead of government leading.”

To do this, Henderson is on the Joint Minerals, Business and Economic Development Committee as well as the Joint Agriculture, State and Public Lands and Water Resources Committee.  He is also on the Broadband Advisory Council and helps with the Palliative Care Advisory Council.

House District 41 is in north-central Cheyenne, running from Yellowstone Road in the west to Whitney Road in the east.  It generally extends from the Dell Range Boulevard area south to Pershing Boulevard and then Lincolnway east of Converse Avenue.

The filing period for candidates is May 17th to June 1st.  This years’ primary will be held August 21st and the general election will occur November 6th.

State representatives, who have a term of two years, are paid $150 per day of work during the session and interim committee meetings. Lawmakers are eligible for a $109 per diem for each day of work.

“America the Beautiful” wall mural dedication held in Pine Bluffs.

Today, May 29th, a dedication of the “America the Beautiful” wall mural at the Pine Bluffs Veterans Memorial & Community Plaza was held. Starting off with a sunny day, the clouds rolled in and helped us remember that our veterans have sacrificed a lot to give us the freedoms we have today.

The Veterans Memorial and Community Plaza was constructed and dedicated in 2016. The addition of the A 90-foot mural depicts major landmarks and monuments from New York to Hawaii. Larry Silvey Pine Bluffs resident, who designed the mural, spoke to the group about his passion to see this complete.

Larry Silvey thanked everyone for attending by saying, “This is a tribute to this small town, and a tribute to Wyoming to have this kind of spirit, honoring our troops.”

Steve Kravitsky, Wyoming Veterans Commission Director, organized the dedication and included these guest speakers: Wyoming Governor Matt Mead, Wyoming Senator John Barrasso, Field Representative Dianne Kirkbride, for Senator Mike Enzi, Field Representative Karmen Rossi, for Congressman Liz Cheney.

Governor Matt Mead spoke directly about the veterans in Wyoming and all over the country. ” “America the Beautiful” no doubt shows what a great privilege it is to live in this great country and Wyoming. Whether it’s from the coast or the heartland or the mountains, we celebrate not just because of the scenery but because of the people that sacrifice our freedoms.”

Senator John Barrasso presented the American Legion with an American Flag that was flown over the nation’s capitol.

Letters were read from Congressman Liz Cheney’s office as well as, Senator Mike Enzi’s office. To conclude the ceremony, Wyatt Fornstrom, 2018 Pine Bluffs H.S. graduate, was recognized for his acceptance to attend the United States Military Academy West Point.

Cheyenne’s Castle rounds off Historic Preservation Month

This is a theatrical way to end the recognition of historic homes during Historic Preservation Month.

Shining the light on Cheyenne’s very own Castle, this home was built for the operator of the Atlas and a couple different saloons. The final house was owned by the co-founder of the Northwestern Cattle Company and the Union Cattle Company.

19th Street Castle

Built in 1914 for local businessman Thomas Heaney, who operated the Atlas Theatre and the Tivoli Bar and Restaurant. Heaney opened his first saloon in 1882 on 17th and Carey in Cheyenne. It became “Heaney’s Old House” after he left to operate the Tivoli Saloon. Along with operating the Atlas Theatre, Heaney built the Capitol Avenue Theatre. Heaney went on to become a Wyoming State Senator representing Laramie County. The Castle was placed on the National Register of Historic Places on July 10, 1979. It has since been converted into apartments.

William Sturgis House

Designed by George D. Rainsford, a New York architect who moved to Wyoming to raise horses, the William Sturgis House was built by William Sturgis in 1884. Sturgis was a cattle baron who moved from New York to Cheyenne in 1873. He joined forces with his brother, Thomas to form the Northwestern Cattle Company and the Union Cattle Company, becoming one of the most prominent cattle ranches in Wyoming. The Sturgis Brothers had a hand in the founding of the Wyoming Stock Growers Association. William held interest in mines, the Stockgrower’s National Bank and Cheyenne Electric Light Company. The space between the Sturgis house and the JD Freeborn house was the front yard of the Sturgis house. Neighborhood kids would play hide and seek in the hedges. Due to a hard winter from 1886-1887, Sturgis sold the home to another local rancher, John Whitaker. Robert Carey (Carey Avenue is named after him) and his family lived in the house for a time before it was converted into apartments. The McGee family returned it to a single-family home to house their 14 children, 11 who were adopted.

Boyd O. Wiggam Announces Candidacy for Laramie County Commissioner

Republican Cheyenne attorney Boyd O. Wiggam filed the necessary paperwork to run for Laramie County Commissioner.

“I grew up in this county. I was raised on a farm north of Hillsdale,” said Wiggam. “I want to use my background in farming, business, planning and law to serve my home community of Laramie County.”

Wiggam lives in Cheyenne with his wife and children and is a third-generation graduate of Burns High School. He previously worked at the grain elevator in Burns, as a crop insurance agent, and as a Staff Attorney at the Wyoming Liberty Group. At the Wyoming Liberty Group, he focused on property rights, local government, and protecting the constitutional rights of individuals. Wiggam now runs his own small business working as an attorney and enjoys working on a small hobby farm in the Burns/Hillsdale area on weekends.

“I am running because I want to do my part for those who call this Laramie home and appreciate what life here has to offer,” said Wiggam. “I believe the best way to do that is to ensure the County focuses on the job it was created to do. Laramie County face both challenges and opportunities of a growing community that is also one of the leading agricultural counties in the state and region. The County should create the environment where people can thrive. We can’t waste opportunities for residents by imposing excessive taxes or unnecessary regulations on people who are trying to make a living and create jobs in Laramie.”

Wiggam is a graduate of Burns High School, the University of Wyoming College of Agriculture, and the School of Law at the College of William & Mary.
