Union Pacific’s Locomotive No. 1943, The Spirit, made it’s stop in Cheyenne, today, November 13.

Locomotive No. 1943, The Spirit, stopped today in Cheyenne. Union Pacific representative, Sara Cassidy, shared her thoughts on why it was important to bring this locomotive to Cheyenne.
“It was important for Union Pacific to bring this to Cheyenne to salute service members, past and present on the 150th anniversary of the arrival of the transcontinental railroad in Cheyenne.  Also, celebrating the 150th anniversary of the F.E. Warren Air Force Base, formally, Fort Dodge.  Union Pacific cares about our shared history with Cheyenne.  We are proud of our work here and wanted to salute service members from the area.”
The Union Pacific’s Locomotive No. 1943, The Spirit, is the 16th commemorative locomotive introduced in the 155-year-old company’s history. The Spirit honors the United States’ armed forces and the men and women filling their ranks. Created in collaboration with Union Pacific veterans, the locomotive illustrates the railroad’s connection to the thousands of veterans who helped build America through the centuries.

Air Force may pump $5 Billion into Cheyenne

$

The Casper Star recently published an article, “The Air Force may pump $5b into Cheyenne for a new generation of nuclear weapons.”

The article stated “The United States military is expected to spend between $4 billion and $5 billion over the next 10 to 20 years in Cheyenne to modernize F.E. Warren Air Force Base’s intercontinental ballistic missiles system. That kind of money would be significant anywhere, but especially so in Cheyenne where it could more than quadruple the typical amount of construction spending in the city.”

Nothing has happened liked this since the 50s. It is going to be an endeavor the community will need to unite to execute and the business community will most certainly profit from.

Article also stated, “It’s good news to locals. Dale Steenbergen, president of the Greater Cheyenne Chamber of Commerce described it as “huge dollars.”

This modernization is going to be positive for the greater Cheyenne area economy and surrounding regions. Additionally, this weapon system upgrade is going to be critical for National security. The Greater Cheyenne Chamber of Commerce has worked hard with their Wyoming Wranglers to ensure this investment. Economic advancement is a primary objective of the organization and their influence of the years has helped to bring this to the forefront.

Chief Kozak Shares Success on Downtown Offenders

Chief Brian Kozak released Operation Change this spring to focus on reducing downtown offenders and repeat offenders.

The program has several successes. One in particular was a gentleman who was a repeat offender who utilized the resources available through Operation Change. He has since been sober for 4 months.

The program is to focus on reducing jail expenses and provide long-term solutions. From the date the program started increases were projected to happen because of the frequency of officers on the street. Since August the jail expenses have decreased by 26%, saving tax payers.

Operation Change is a partnership withthe Cheyenne Police and Peaks Wellness. Peaks has successfully made 60+ contacts with individuals. This is where offenders could receive more help and assistance instead of going to jail.

Donation Stations are the next step for this initiative. Community education on donating money to organizations who help the homeless rather than giving funds to panhandlers is imperative. These stations are a place the public can donate their funds to support the homeless at their convenience. They will be located around downtown and will be up in the near future.

“I think we are on a positive trend here and we need to keep it going.” Shared Chief Kozak during this evening’s presentation.

The program funding was provided by a grant. They are currently submitting to receive Federal Grant to continue the initiaitive. Details are to be determined  regarding continuation of the program and funding source.

On Wednesday, November 15, 2017, deputies with the Laramie County Sheriff’s Department conducted a traffic stop on a white Chevrolet Trailblazer.

During that stop there was evidence in the vehicle that made the deputies believe that the house connected with the Homicide at 4401 Avenue B-2 had been burglarized sometime after the home was processed for the homicide that had just occurred the day before.

Deputies arrested Matthew Laganiere, 39 years of age. Laganiere was also questioned for several other car burglaries that occurred in the county. Several items from the Hess residence were recovered and will be retained as evidence as this case proceeds through the criminal justice system. Another female, Latasha M. Retired Col. Tucker Fagan Recognized

In November of 2017, the Air Force Public Affairs Agency (AFPAA) launched Volume VIII of “Veterans in Blue,” a portrait collection showcasing the men and women that have contributed to the legacy of the Air Force.

Thomas (Tucker) Fagan, of Cheyenne was recently recognized as part of this great legacy.

Tucker Fagan, a self-proclaimed stickball player from New York, joined the Air Force at the height of the Vietnam War and served as a missileer at F.E. Warren Air Force Base, Wyoming, in 1968. In an unfamiliar location and a different career field than he expected, he initially questioned whether the Air Force was a good fit. However, he soon discovered a strong brotherhood in the Air Force, which inspired him to tackle his job with a relentless dedication to excellence.

Throughout his 30-year career, he served as a missile combat crew commander, was one of eight military personnel chosen to build the U.S. nuclear war plan, and had the opportunity to lead the Joint Chief of Staff Nuclear section. Colonel Fagan’s career culminated at F.E. Warren AFB where he served as the wing commander in 1991 and retired as the 20th Air Force vice commander in 1998. He remained in the local community and has contributed significantly to Cheyenne in various positions such as the Air Force Chief of Staff Civic Leader Group and Chief of Staff for former Wyoming Representative Cynthia Lummis. Fagan credits his success to lessons he learned during his Air Force career.

Advocacy Bug leads to Award

AARP honors Julie Tucker for Advocacy work.

On Tuesday, October 24, 2017, AARP Wyoming honored Tucker as its 2017 Advocacy Award winner for her work with the Wyoming State Legislature on AARP Wyoming’s behalf.

Cheyenne’s Julie Tucker was first bit by the advocacy bug when she was elected vice president of her unit in Laramie County School District 1. Her time in that role lasted just six months until a resignation led her to take over the presidency of the unit. A member of the Wyoming Education Association Board of Directors, she has spent 25 years advocating for educators. This year Tucker became a strong member of the AARP advocacy team as she updated the retired teachers of Cheyenne on AARP legislation. She also developed a working relationship with those in the Legislative Service Office to gain a better understanding of AARP legislation, and taught others new to the process more about the legislative process.

Tucker, who has been married to her husband, Bob, for 47 years, has brought that willingness to speak up for the good to AARP. At her first AARP meeting, she told Carole Martin she wished to advocate for disability rights. She was quickly directed to the Mayor’s Council for People with Disabilities. While she is a regular in advocacy roles she is perhaps better known for her work with Cheyenne Frontier Days. Most days during CFD, she can be found in the media trailer handing out press badges to media and making sure Cheyenne and Frontier Days are shown in the best possible light.
