Happiness Solution for Downtown Cheyenne

The community is one step closer to having a fun splash pad for downtown.

The Downtown Core is currently fundraising to adhere to their portion of private funds raised for the Splash Pad in downtown. This is a proposed downtown amenity which will be a “happiness solution” for the area by providing families a space to gather in the core of the community.  Mid-February the City Council approved a resolution funding up to $250k of the project, with private investments of $300k making up the remaining needed amount for the full splash pad. The Core is currently accepting donations to make up the private investment side of the project.

Legislative Wrap-Up

Pancakes & Politics covered everything from school safety to technology, even protections to funding.

The program sponsored by MHP, LLC, KFBC and Townsquare Media started with introductions and an overview of the bills they sponsored through the session. A common statement throughout their recap was referencing the lack of bill passage. Getting one bill to the Governor’s desk is a great success. Senator Pappas expressed that the session had challenges because of the lack of communication between both chamber, “Communications between both chambers didn’t seem so good.” He further explained that, “The communications between the two Chambers gets more and more degrading each year and it concerns me.”

Overall there were success in Bills issued by the Laramie County Senators and Representatives. From adding neon pink to the mix for hunting safety to passing a bill extending the Hathaway Scholarship deadline. There were many advancements for broadband, technology and even bills which reduce regulatory burdens on business.

“The work on the blockchain bills and other economic development advancement bills were a success this session.” shared Representative Sue Wilson, “Even in an economic downturn we cannot stop the economic development wheel. We need to keep that rolling.”

The Capitol Restoration Project is on time and on budget. This is positive and a great accomplishment according to Representative Wilson as well. Expressed by Senator Tara Nethercott was the importance of the legislation focused on funding a new Carey Jr. High School, funding access for the Community Colleges and that these investments are vital to the State’s youth.

Senator Affie Ellis outlined the legislation which took place which was positive when protecting women and children. Bills include; updated the stalking crimes current law, addressed a penalty for domestic violence, adjusted protection order for victims, placed boundaries on healthcare abilities to prevent abuse and providing k-12 sexual assault and abuse education.

With the limited new coal projects coming to Wyoming there continues to be a revenue deficit. Representative Bill Henderson shared, “Revenue is now where we need to focus our time. We need to do better.” Senator Ellis continued to share that new revenues are critical including a corporate tax and/or income tax. Keeping a tax base low is important and Senator Ellis express to the business audience that they need feedback, input and solutions derived from the business community to help them move forward.

In light of the recent school shootings, how will school safety be prioritized while funding the deficit. Representative Wilson shared there is a budget footnote that declares the school’s ability to spend 10% of major maintenance towards safety.

“I am not an advocate of having guns in school buildings. I have read and seen enough research materials where that doesn’t give me any comfort.” Shared Representative Jim Byrd.

Representative Byrd further shared that the schools need to determine a way to harden schools. Make one entrance and create barriers for entries. This is a method other schools could adopt to increase safety, South High School was shared as a good example of this.

Blaze Pink is officially a Wyoming hunting color!

Senate File 61 received final approval on Friday, March 9, 2018. Today, March 14th, Dempsee Dalton got her first picture with Governor Mead with their blaze pink Under Armour® hats.  To keep the theme consistent, the bill was signed on pink paper,which may also be a first for Wyoming.

Hospital Foundation Donates $270,000

Hospital Foundation Makes Significant Donation to Wyoming PACE

Following a successful 2017 fundraising campaign, the Cheyenne Regional Medical Center Foundation will present a check for $270,000 to representatives of the Wyoming PACE program and Cheyenne Regional executives on Tuesday, March 20, at 11 a.m. in the PACE conference room, located at 800 East 20th Street.

Wyoming PACE (Program of All-Inclusive Care for the Elderly)  is a non-profit health and supportive services program designed to assist seniors who want an alternative to long-term care placement.

The program, which is administered by CRMC, enables its more than 120 participants to stay within their own homes. The program also provides family members and caregivers with needed professional guidance, physical relief and emotional support.

Funds for this year’s donation were raised from several events, including a golf tournament, the “Great Bison Shuffle” trail run, an online “give65” crowdsource fundraiser and a “Western Connection” event celebrating the hospital’s 150th anniversary. The donation will be used to purchase equipment and furnishings for a new Wyoming PACE center.

Wyoming PACE is being relocated to a larger facility to help accommodate more participants, as the program has continued to grow since it opened at its current location in 2013. The new center is being remodeled and is scheduled to open later this year.

“Since the Cheyenne Regional Foundation was founded more than 40 years ago, it has been a vibrant and vital part of the community healthcare team in Cheyenne and Laramie County,” said Scott Fox, the Foundation’s executive director. “We were truly humbled by the generous support of donors, both individual and corporate, who made this gift to Cheyenne Regional’s new Wyoming PACE center a reality. On behalf of all those who contributed, we are thrilled to be able to present these funds for the future growth of the Wyoming PACE program.”

The Greater Cheyenne Chamber of Commerce hosted the Annual Banquet Awards Friday, March 16th presented by Halladay Buick GMC.

During the evening of events Tucker Fagan was named the 55th Person of the Year! He was recognized for his leadership in business and economic development in his role as the CEO of the Wyoming Business Council, for his 40 years of service in the military and his leadership as former Congressman Cynthia Lummis’ Chief of Staff. In fact, Cynthia Lummis presented the award to him herself! As the most recent inductee, Fagan is joining an elite group of leaders, included below is a list of past recipients who were present for the banquet. Small Business Health Accounts Would Provide Greater Consumer Choice to Employees

Many Americans are facing un-affordable health care options.

The majority of Wyoming employers I talk with have struggled with the expense of providing health insurance, but they also place a high value on assisting their employees with their health costs. Small business owners and their employees need better health care options that provide greater flexibility and empower employees in their health care choices.

“To help achieve that goal, I recently introduced legislation that would create a new tool for employees of small businesses to pay for health insurance and other health care expenses using Small Business Health Accounts. These health accounts would allow employees to set aside money on a pre-tax basis. Like a traditional Health Savings Account (HSA), this means employees could take advantage of triple tax benefits: 1. Workers could contribute to the account tax-free; 2. Workers could withdraw from the account tax-free; 3. The balance in the account could earn tax-free interest. ” shared U.S. Senator Mike Enzi

Small Business Health Accounts resemble the contribution limits and structure of an HSA but without many of the restrictions. It then expands on the HSA’s benefits for even greater patient choice and flexibility. For example, Small Business Health Accounts could also be used to pay health insurance premiums, and they would not have to be paired with a high-deductible health plan. Removing some of the restrictions on health accounts for small employers and employees could make it easier for these businesses to continue to help provide health insurance or to expand the number of employers who can begin supporting their employees’ health insurance costs. My bill would create greater opportunities for employees to pay for their health expenses and save for future health needs.

Flexibility also means benefits could be rolled over. On the employer side, Small Business Health Accounts would continue to operate and roll over to a traditional HSA if the business grows or no longer fits the small business classification. For employees, unused balances from the health care account could roll over to the next year.

“With this legislation, I believe that small businesses and their employees would be able to better manage their health care costs. These health accounts are oriented toward the challenges faced by small businesses. As a former small business owner, I know it is not easy to operate a business. But I also know the satisfaction you get when you see your business take off – the point where you think that you are really going to make it work. And the business owners I know see that as a shared success with their employees. It’s a community. You know their families. You want to make sure your people are taken care of. A small business owner and his or her employees should have more flexible and user-friendly options for health care. These accounts would put more freedom back in the hands of consumers and strengthen our small businesses in Wyoming. ” He further explained.

Green House Data expands commitment to WyRECs renewable energy credit program.

Cheyenne-based cloud hosting, colocation, and hybrid IT provider Green House Data and Powder River Energy Corporation (PRECorp) today announced a commitment of 25,000 megawatt hours of renewable energy credits, known as WyRECs, to be used across Green House Data’s nine nationwide data centers. Green House Data has participated in renewable energy credit (REC) programs since the company’s founding in 2007 and has taken advantage of WyRECs since 2014, when this initiative was launched.

Over the course of 2018, Green House Data will use renewable energy credits from the WyRECs program to offset energy consumption across each of its data centers, including at the company’s Cheyenne headquarters. Currently, Green House Data ranks #25 on the EPA’s Top 30 Tech and Telecom Green Power Partnership list.

“Green House Data is a fantastic partner for this program given their commitment to 100 percent sustainable power, their long-term commitment to support and invest in Wyoming and to be a leading green data center provider nationwide,” said Laura Ladd, PRECorp consultant and program designer. “We are thrilled to see this partnership grow so significantly.”

Cheyenne Police Department Parking Update

As many Cheyenne residents are now aware, the Cheyenne Police Department has recently taken over parking enforcement and the issuance of parking permits.

Here are last week’s parking updates:

On March 12, the CPD parking enforcement team began issuing tickets to vehicles in
violation of parking ordinances. More details on the issuance of tickets will be available next
week.

The City Engineer’s office has continued to assess and update parking signs. This led to
some 2-hour parking signs being removed, meaning parking in those areas without signs is no
longer 2-hour parking. Likewise, signage in the parking structures is being updated.

The CPD is continuing to work on “Critical Zone” parking with residents. In order to
best fit the needs of residents in the critical zone areas, you can contact Ted Miazga at 307-637-
6586 to coordinate a neighborhood meeting and formulate a neighborhood approach to critical
zones.

Man Kills Self Following Domestic Disturbance

The Cheyenne Police Department is investigating a domestic disturbance which resulted in an apparent suicide. Officers were dispatched to the 3200 block of Basin St. at approximately 7:00 p.m. on March 19th . A person had witnessed a man who appeared to be breaking into a house on that block and heard gunshots.

Officers responded and determined the incident was in relation to a domestic disturbance. The
residence was searched by the CPD/Laramie County Combined SWAT Team. Officers found the suspect, William Oliver, 36, of Cheyenne, deceased from a suspected self-inflicted gunshot in an RV near the house. Nobody else was injured during the incident. This case remains under investigation by the Cheyenne Police Department.
